The will signs first so the self-proving affidavit can be witnessed in the same sitting, while everyone is still in the room. Out of that order, the affidavit gets deferred, the witnesses scatter, and the will becomes harder to admit to probate years from now. The system locks the order so it does not have to be remembered.
